In accordance to the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act, the State of Missouri created the sex offender registration program in 1995. It is the responsibility of the Missouri State Highway Patrol, the chief law enforcement agency of the state, to preserve and maintain all records of sex offenders registered with the state. According to the laws of the state as well as federal laws, offenders who plead guilty to, are convicted of, or are sentenced to certain sexual crimes need to register.

Missouri Sex Offender Registration Program

The particular offenses which make the Missouri sex offenders eligible for registration are as follows:

- All offenses mentioned in Chapter 566 of the Missouri Revised Statutes involving a minor victim

* Genital mutilation of a minor female
* Juvenile offenders, aged 14 years or more, who are adjudicated of an offense equivalent to or more serious than forced sexual abuse
* Juvenile convicts, qualified as adults, who are convicted of an offense equivalent to or more serious than forced sexual abuse

The Missouri Sex Offender Registry is based on the registration program functioning in the state. According to this program, all individuals convicted of certain sex crimes that need to register with the authorities must do so within 3 days from their date of conviction or from their release from a jail or prison or from the date of their sentence of probation. Any out-of-state sex offender also needs to register with the Missouri Sex Offender Registry within 3 days of relocating in the state.

Information in Missouri Sex Offender Registrations

The information that sex offenders need to give at the time of registration in Missouri includes the following details:

* Full name, SSN and date of birth
* Physical Description (i.e. age, race, sex, and weight and height)
* Alias names and alias dates of birth
* Addresses: permanent and temporary address, as well as addresses of home, school or workplace
* Document verifying proof of residency
* Recent photographs (updated every year)
* Palm prints and a DNA sample
* Nature and dates of offenses
* Release Date (if applicable)
* Vehicle details: year of manufacture, model, details, license plate, status of the license of any vehicle that the offender owns or drives
* Photocopy of vehicle registration for each of the vehicles owned or operated by the offender
* Copy of driver’s license; in case of non-drivers an identity card must be furnished
* Online details of identification
